Many doubt US emergency agency will help Harvey victims

Hundreds of thousands of people in the US state of Texans are putting their trust in the Federal Emergency Management Agency (FEMA) to help them recover from Tropical Storm Harvey.

But FEMA has been accused of not doing enough to aid flood victims in the past.

Some of those who say the agency failed them are forced to ask it for help again.
